Tiered Interventions Search Engine (TISE)

State and Federal legislation and regulation have established rigorous academic standards, as well as safety and health expectations for our schools and students.  This presents a number of challenges for public schools and the corresponding diverse and changing student populations. Schools must:

o         Differentiate instruction to maximize student achievement and prevent/address academic problems

o         Provide a safe and disciplined learning environment to prevent and address challenging behavior.

o         Consider and partially address the increased incidence of health related issues that students bring to schools and/or experience in schools, which may also interfere with school achievement and contribute to challenging school behavior.

To assist stakeholders in accessing the resources they need to prevent and/or address academic, behavioral and health problems and succeed in school, the Newark Public Schools (NPS), Newark Teachers Union (NTU) and the Statewide Parent Advocacy Network (SPAN) created this “Tiered Intervention Search Engine” (TISE) that incorporates the array of resources created/developed by the:

1.      New Jersey Department of Education (NJDOE) including::

o    The Core Curriculum Content Standards (CCCS), corresponding framework activities, vignettes and graphic organizers, as well as resources contained in Phase I of the Standards Clarification Project.  This will be updated to include New Jersey's new standards and corresponding resources, as soon as adopted and available on the NJDOE's web page.

o    New state assessments for grades 3 to 8 and corresponding resources

o    A number of state regulations (e.g., Programs to Support Student Development, Special Education, Standards and Assessment Code, Programs and Practices to Support Student Achievement, Elements of High Quality Preschool Programs, Bilingual Education, etc.) and federal mandates (e.g., the No Child Left Behind Act, Individuals with Disabilities Education Act, Section 504 of the Rehabilitation Act of 1973, etc.)

2.      Newark Public Schools including research-based interventions that stakeholders can utilize to prevent and address the many problems our students encounter.

3.      Newark Public Schools, Newark Teachers Union (NTU) and the Statewide Parents Advocacy Network (SPAN) collaborated in developing.

The tiered interventions in this search engine include resources and legal mandates for all public schools students, as well as students who may need Intervention and Referral Services (I&RS) and/or special education and related services. Classroom teachers utilizing a three tiered approach to teaching and learning - whole class, small group and individual instruction - will find resources and interventions to assist him/her in this daunting task.1 Schools/districts will also find suggested resources and interventions to address the needs of all students (Tier 1), targeted groups of students with particularized needs (Tier 2) and individual students with individualized needs (Tier 3).

The resources and interventions can be accessed by clicking on the corresponding hyperlinked tabs on the left side and for guidance on how to utilize this search engine, we would recommend that stakeholders first read the tutorial.

1. The ability of classroom teachers to intervene with individual students and groups of students is frequently impacted by the number of students in the class. Therefore, the following code-delineated class size limits and staff to student ratios can assist in districts with significant numbers of "at-risk" students:
